Official: HSBC drops dozens of London missions

(AP) ? HSBC bank has told dozens of foreign missions in London that will close their bank accounts, an official said Sunday, news that has sent diplomats across the capital scrambling to find a new place to put their money.

Bernard Silver, an ex-honorary consul who serves as president of the Consular Corps of London, said he'd been told by British officials that more than 40 different embassies, consulates, and high commissions had been affected.

"The majority of missions are finding it very difficult for other banks to accept them," he said in a telephone interview.

Silver declined to name any specific missions, but the Mail on Sunday newspaper said that the Papal Nunciature ? the Vatican's mission to London ? was affected, as was the Papua New Guinea High Commission and the honorary consul from Benin.

Attempts to reach the Vatican's mission, Benin's honorary consul, and Papua New Guinea's high commissioner were not immediately successful, but the newspaper cited an official at the latter as expressing shock at the move.

"We've been banking with HSBC for 22 years," John Belavu was quoted as saying. "For them to throw us off in this way was a bombshell."

HSBC spokesman Will McSheehy said Sunday that the move was taking part of a wider reassessment of its business started by chief executive Stuart Gulliver in 2011. As of May, the bank's retrenchment strategy has seen 52 peripheral or underperforming units close and a loss of roughly 40,000 staff.

McSheehy said the changes had translated into a "significantly diminished appetite for the embassy business," although he declined to reveal how many U.K. missions had their accounts pulled.

Foreign missions traditionally deal in large amounts of cash, something which may have raised uncomfortable questions at a bank that has been buffeted by money laundering scandals. In 2012 HSBC was slapped with a record fine after U.S. officials revealed that its bankers had been handling assets belonging to Iran, Libya, and Mexico's murderous drug cartels. HSBC is still struggling to clear its name, including in one case revolving around a former employee who claims to have evidence showing "scandalous" levels of tax evasion and money-laundering at the company.

McSheehy said that compliance issues were just one of many factors ? such as profitability or efficiency ? which the bank had assessed.

"There's no one single reason," he said.

Britain's Foreign Office declined to confirm the number of missions involved, saying only that it had sent an unspecified number of diplomats advice on finding a new U.K. bank. A spokeswoman said there was little more for the British government to do.

"This is a commercial matter," she said, speaking on condition of anonymity in line with office policy.

    Renewed protests keep Libya oil exports below half of normal

    LONDON (Reuters) - Libya's oil exports were flowing at less than half of normal rates on Friday as strikes and protests kept major terminals shut in one of the worst disruptions to hit the North African OPEC producer in the past year.

    A new wave of unrest that began on Sunday forced the closure of the Es Sider and Ras Lanuf terminals in eastern Libya, cutting exports to about 425,000 barrels per day (bpd) from previous levels of more than 1 million, industry sources said.

    The latest stoppages have featured security guards seeking more pay while protests that have also involved demands by local people for more oil sector jobs had already closed the Zueitina terminal in early July.

    Oil industry sources said the three terminals remained closed.

    A senior Libyan official had said late on Thursday that he expected output to resume very soon.

    "We have communication now with people there to resume the production," Mustafa Sanalla, a board member of Libya's state National Oil Corporation, said at a conference in Washington, D.C.

    The protests and strikes cut output last month to 1.15 million bpd versus 1.3 million bpd the previous month, according to a Reuters survey.

    Before the unrest, Libya's production had nearly recovered to the rates of 1.6 million bpd seen before the conflict that led to the overthrow of Muammar Gaddafi in 2011.

    Ras Lanuf and Es Sider together are able to handle about 600,000 bpd. Zueitina had been exporting up to 70,000 bpd.

    Ras Lanuf is a large complex that includes the country's biggest refinery, also affected by the strikes, and a separate port. Es Sider exports the main Es Sider crude oil grade pumped by the Waha consortium, which has a capacity of around 350,000 bpd.

    Libya's Deputy Oil Minister Omar Shakmak said on Thursday that the government should not give in to the protesters. "If this is accepted, it is possible then maybe some others will do the same thing," Shakmak said in Washington.

    The disruptions to Libya's oil sector risk crippling its economic lifeline and choking off state revenues.

    The El-Feel oilfield, with production capacity of 130,000 bpd, has been shut down for several weeks. The field is operated by Mellitah - a joint venture between Libya's state energy firm and Italy's Eni.

    In response to a question about whether Qualcomm will create an eight-core processor like MediaTek's upcoming model, Senior VP Anand Chandrasekher told a Taiwanese publication "we don't do dumb things." He added that "you can't take eight lawnmower engines, put them together and now claim you have an eight-cylinder Ferrari." Instead, he said Qualcomm is focused on good modems, long battery life and affordability, rather than "simply throwing cores together." Though MediaTek had no comment on that, it claimed earlier that all eight cores in its upcoming CPU can operate at the same time to improve stability and battery life -- unlike the Exynos 5's big.LITTLE configuration, for instance. Whether you agree with Chandrasekher or not, eight seems better than four, meaning most CPU outfits -- including Qualcomm -- will likely jump on the octa-core bandwagon.

    U.S. Geothermal completes new eastern Oregon energy plant

    Boise-based U.S. Geothermal announced Thursday that it has completed its 22 megawatt Neal Hot Springs Project in Malheur County, Ore.

    The project is selling electricity to Idaho Power Company, under a 25-year power purchase agreement for up to 25 megawatts of power per year. Beginning in 2012, the base energy price is $96 per megawatt hour and escalates annually.

    According to a news release, Neal Hot Springs was the first geothermal project to obtain a loan guarantee under the DOE's Title XVII loan guarantee program, which was created by the Energy Policy Act of 2005 to encourage innovative clean energy technologies, according to a news release. The project was authorized for a loan guarantee of up to $96.8 million.

    The Neal Hot Springs plant uses a new binary cycle process. U.S. Geothermal estimates that about 95 percent of the power plant's infrastructure and parts were supplied by U.S. based manufacturers, and approximately 150 construction jobs and more than a dozen permanent jobs were created during the project's 20-month construction .

    "The success of this new first of its kind project at Neal Hot Springs is a major milestone for both our company and the entire geothermal industry,? U.S. Geothermal CEO Dennis Gilles said in the news release.

    Well, here?s a lesson for anyone testing out an unannounced phone?s and not wanting anyone to know about it: make sure that phone?s reflection isn?t visible in the very picture it takes! A picture uploaded on Picasa with an SM-N9005 (the LTE model of the Galaxy Note III) shows what is a squarish device, visible through the reflection the glass of another phone caused while the photo was being taken.

    Of course, this is by no means the final shape of the Note III, as the actual design is cleverly hidden by Samsung by using cases and making different prototypes, but with such a flurry of leaks that involve the Galaxy Note III, not to mention today?s report that the phone will be unveiled on September 4, we can rest assured that it is certainly Samsung?s next phablet we?re looking at here.
