Low expectations may start Wall Street's week

Wall Street will open October with a busy week, highlighted by low expectations for global manufacturing data and the U.S. jobs report, but that could set the stage for positive surprises that help lift the market.

The S&P 500 finished its third positive quarter in the last four on Friday, despite suffering its largest weekly percentage decline since June. For the past three months, the S&P 500 gained 5.9 percent -- its best third quarter since 2010 -- and earlier this month reached its highest level since late 2007.

In contrast, the index was down 1.3 percent for the week. Uncertainty remains over whether stocks can hold their gains against the headwinds of a struggling economy. That explains, in part, the retreat.?A run at 1,500 seems possible, but the flurry of economic and world events ahead probably will prevent a major advance in the coming week.

Bulls are betting this week's Spanish budget proposals will be a preamble to a bailout request by Mariano Rajoy's government. The move would be seen as a first step to get the finances of the euro zone's fourth-largest economy in order and would clear some of the market uncertainty regarding the euro zone crisis.

Monetary policy is also on the list of market catalysts next week. Federal Reserve Chairman Ben Bernanke is scheduled to speak on Monday and the minutes of the latest FOMC meeting are set for release later in the week. The week's agenda includes meetings of the European Central Bank, the Bank of England and the Bank of Japan.

"I think we could see a rebound next week if we get some of the stars aligning and have Spain ask for a bailout, the ECB announcing favorable terms for that bailout, and if we see the Bank of Japan announce further monetary intervention," said Brian Jacobsen, chief portfolio strategist at Wells Fargo Funds Management in Menomonee Falls, Wis.

"If Spain and the ECB don't deliver, we could set ourselves up for a further lateral move in the markets. A negative would be if Rajoy flat-out denies that they need a bailout."

The ECB and BOJ are set to meet on Thursday, with the Bank of Japan's meeting extending until Friday.

Chinese factory and business conditions data will kick off a numbers-heavy calendar for markets. Manufacturing PMI, due on Monday, is expected to show a second straight month of contraction.

A snapshot of U.S. manufacturing activity will be provided on Monday when the Institute for Supply Management releases its September index. The September ISM reading is expected to show another month of contraction, but at a slightly slower pace than in August. On Wednesday, the ISM will release its U.S. services-sector Purchasing Managers' Index, which could show a slight deceleration in the pace of growth in the non-manufacturing sector.

"We have Chinese economic data over the weekend, and we'll see how markets react on Monday," said Wasif Latif, vice president of equity investments at San Antonio, Texas-based USAA Investment Management.

"It seems like the market is bracing for bad numbers, meaning if they're not as bad, it could be market-positive," Latif said.

Non-farm payrolls for September, due on Friday, are seen up 115,000, while the U.S. unemployment rate is seen ticking up 0.1 percent from August to 8.2 percent in September.

The jobs data will come on the heels of the first of three U.S. presidential debates, scheduled for Wednesday night. Recent poll numbers point to a strengthening lead by President Barack Obama, but a weak payrolls reading could give some hope to Republican challenger Mitt Romney.

"If Romney doesn't turn the ship with a very strong (debate) performance, the president is going to win," said Jack de Gan, chief investment officer at Harbor Advisory Corp in Portsmouth, N.H.

He said the trend in the polls has taken away some of the market uncertainty regarding the presidential election. He added that an ECB- or Spain-related headline out of Europe on Thursday could overcome almost anything that would happen Wednesday night during the debate.

"I think the market is coming to terms with the fact the president is ahead, and unless something significant changes, (he) will prevail."

US aims to rally Syrian opposition with new aid

NEW YORK (AP) ? The Obama administration moved Friday to rally Syria's opposition with pledges of $45 million in new non-lethal and humanitarian assistance as the administration and other world leaders lamented the failure of diplomatic efforts to push Syrian President Bashar Assad from power.

Secretary of State Hillary Rodham Clinton said the U.S. would contribute an additional $15 million in non-lethal gear ? mostly communications equipment ? to the civilian opposition trying to oust Assad as well as $30 million in new humanitarian assistance to help those affected by the continuing violence.

She also delivered a new, stark warning to Iran that it must stop arming and supporting the Assad regime.

"It is no secret that our attempts to move forward at the U.N. Security Council have been blocked repeatedly, but the United States is not waiting," Clinton said as she announced the new aid at a gathering of the Friends of Syria group that she hosted at a New York hotel on the sidelines of the UN General Assembly. She and other foreign ministers from the group met with nine Syrian opposition figures, including several who traveled from Syria to attend Friday's session, to discuss strategy.

With U.N. action blocked by Russia and China, Clinton said the rest of the world must support the Syrian opposition. She also said it was urgent that the fractured foes of the regime unite around plans for a political transition that could put an end to more than three decades of Assad family rule. Activists say the current 18-month long conflict has led to more than 30,000 deaths.

"Conditions in Syria continue to deteriorate as the Assad regime relentlessly wages war on its own people," Clinton said. "We see more bodies filling hospitals and morgues and we see more refugees fleeing their homeland and flooding into neighboring countries. The regime of Bashar al-Assad must come to an end so that the suffering of the Syrian people can stop and a new dawn can begin."

In Washington, Defense Secretary Leon Panetta said new intelligence suggested the Syrian government has moved some of its chemical weapons in order to protect them, even though the U.S. believes that the main sites remain secure.

The new U.S. humanitarian assistance ? which brings America's total humanitarian contribution to more than $130 million since the crisis began ? will include food, water, blankets and medical services to victims of the violence. U.S. officials said on Thursday that an earlier shipment of medical goods provided by USAID had just arrived in southern Syria. The officials would not provide details of how the aid made it into Syrian territory.

The additional non-lethal support brings the total U.S. contribution in that area to nearly $40 million since the crisis began and includes 1,100 sets of communications equipment, including satellite-linked computers, telephones and cameras and training for more than 1,000 activists, students and independent journalists.

"We are working to help them strengthen their networks, avoid regime persecution and document human rights abuses," Clinton said. The U.S. is not providing military aid to the rebels although it acknowledges that other countries are.

Clinton's announcement came as fighting intensified in Syria's largest city, Aleppo, with the most widespread battles reported in three months in the city of 3 million people as rebel forces launched a new offensive against Assad.

Despite some battleground success, there have been complaints that the opposition is hopelessly splintered and unable to coalesce around a transition plan that was adopted by members of the U.N. Security Council in Geneva over the summer. Friday's meeting was intended in part to encourage better cooperation among Assad's foes.

"It is encouraging to see some progress toward greater opposition unity, but we all know there is more work to be done," Clinton said. U.S. officials have noted that revolutionary councils in cities including Damascus, Homs, Aleppo, Idlib and Deir al-Zour were becoming increasingly organized.

Members of local groups from across Syria and representatives of the exile group, the Syrian National Council ? including its head, Abdulbaset Sieda ? attended the meeting. But U.S. officials declined to name others taking part or let them be photographed, saying that doing so would risk putting those opponents of Assad in danger of reprisals.

The meeting was co-chaired by the Arab League. League Secretary General Nabil Elaraby lamented the U.N.'s inability to demand that the Geneva plan be implemented by threatening sanctions against those who would not abide by it.

"All of our efforts up to now have led to failures," he said. "We have not managed to change the situation."

Neither Russia nor China, which have vetoed three Western-backed resolutions aimed at pressuring Assad to end the violence and enter negotiations on a political transition, were invited to Friday's meeting.

Russian Foreign Minister Sergey Lavrov ? who was to address the General Assembly on Friday ? has accused the U.S. and other countries of encouraging terrorism in their stance on Syria.

However, Clinton told the meeting that the greatest threat to Syria, other than the Assad regime itself was Iran.

"Let's be very frank here," she said. "The regime's most important lifeline is Iran."

"There is no longer any doubt that Tehran will do whatever it takes to protect its proxy and crony in Damascus. Iran will do everything it can to evade international sanctions," Clinton said. She urged Syria's neighbors to take extra steps to ensure that Iran is not smuggling weapons and materiel into Syria through their airspace or territory.

China party ready to make decisions on new leaders

BEIJING (AP) ? China's tumultuous, bizarre year in politics appears headed for a home stretch, with leading members of the ruling Communist Party convening to finalize a list of new leaders and decide the fate of a disgraced colleague.

A highly anticipated meeting of the decision-making Politburo is expected to take place as early as Friday, party-connected academics and analysts said. Afterward, state media are expected to announce dates for a party congress, a pivotal event to install the new leadership.

Dates for the congress, which is held once every five years in mid-October, are overdue. Dates for the past three congresses were all announced in late August.

The delay is yet another sign of disarray over a power transition that has become fractious despite party leaders' attempts to display public unity.

"Is it unprecedented? No. Is it unusual? Yes," former U.S. deputy secretary of state Richard Armitage said of the delay.

"It just introduces questions among people who are watching China and wondering what's going on," Armitage said at an academic forum this week in Washington.

Disgraced Politburo member Bo Xilai has been the focal point of much of the tumult, which has featured a murder, corruption, two high-profile trials and a deadly car crash, all of which exposed bare-knuckled infighting among a leadership that prefers secrecy.

The turmoil was set off when a trusted Bo aide disclosed that his boss's wife had murdered a British businessman. Bo was sacked as party chief of the city of Chongqing; his wife, Gu Kailai, was given a suspended death sentence after confessing to the murder; and the aide, Chongqing police chief Wang Lijun, received a 15-year prison term for initially covering up the murder and other misdeeds.

The trials of Wang, which wrapped up this week, and Gu, which finished earlier, cleared the way for the party to decide whether to charge Bo with criminal wrongdoing. But his ouster from the leadership early this year opened a window into the divisive jostling for power as president and party leader Hu Jintao prepares to retire to make way for younger leaders.

One of Hu's top lieutenants was shunted aside last month, a half-year after his son died crashing his Ferrari, a sign of corruption. Hu's anointed successor, Vice President Xi Jinping, dropped from sight for two weeks this month for reasons unexplained. Retired top leader Jiang Zemin reappeared at a theatrical performance this week, in what was seen as a public showing of his continued ? and for his rivals unwelcomed ? influence over appointments and policy making.

Meanwhile, the government is grappling with a rapidly slowing economy and a bitter territorial dispute with Japan that sparked violent street protests and is having an impact on trade ties. Labor unrest, a growing urban middle class, and anger over corruption and illegal land seizures are fueling demands for reform.

Given all the tumult, it's little wonder that planning for the congress might have been disrupted, said Liu Shanying, a political scientist at the government's Chinese Academy of Social Sciences.

"In view of some uncertainties both at home and abroad, such as the dispute (with Japan), it's quite understandable if we see a bit of a delay because agreements need to be reached over some major issues," Liu said.

While the party does not publicly announce Politburo meetings in advance, foreign diplomats and party members working in state media and at a Beijing university say they have been informed verbally of its convening. They said it would be held either Friday or over the weekend.

Though the announcement of the congress dates may seem small,

Behind the scenes, the Politburo will do much more than approve the congress dates. It is expected to approve the slate of leaders and senior military commanders who for the next decade will guide China, the world's second-largest economy and an increasingly assertive diplomatic and military power.

The Politburo decisions set in train a series of events. The 204-member Central Committee, a cross-section of the national party elite, usually convenes about a week before the congress to approve decisions already made by the Politburo. Privately, the committee will approve the incoming leaders and a policy blueprint for the next five years. Publicly, they are expected to announce the party's decision on Bo.

Rank-and-file delegates to the party congress, which is a mostly ceremonial event, have not been told when the congress will be held. Beijing delegate Yu Dan, a noted Confucian scholar, has yet to receive any notice about when to be ready, she said through an assistant.

But signs that the congress is nearing have abounded in recent days. State media are running special newspaper sections and television news segments welcoming the congress. Speaking at the United Nations on Thursday, Foreign Minister Yang Jiechi said the congress would be held "soon."

"We are confident that this important meeting will lead China's reform, opening-up and modernization drive to a new stage," Yang said.

You have one month to play your opponents in your league. After one month the leagues will be taken down and the relevant promotions/relegations will take place (top promoted, bottom relegated, third place stays where they are).

Anyone finishing in the bottom three of the lowest league or the top three of the highest league will stay where they are. The new leagues will then be re-submitted to you for the following month.

In the article, the authors discuss the tadpole shrimp's biology, life cycle, and distribution range, as well as options for controlling it. The authors also note that after the rice seedling stage, tadpole shrimp can be beneficial because they also eat weed seedlings and small insects.

How to Save the Newspaper Industry Part 3: Improve Efficiency

This is the final post in my 3 part series about saving the newspaper industry and my interview with Joe Boydston. It details some of the ways newspapers can use custom plugins and tools to increase efficiency.

Online and print editions both originate within WordPress
The first way the staff is more efficient is in the publishing process. They plan the paper?s layout and where each story appears in the print edition using WordPress. Stories get published online and they are turned ?into an InDesign file for print. This cuts down production time by 2 hours.

Comments plugin
The comments section of newspaper sites can be awful. There are so many trolls, mean people and spammers. To improve the quality, you can monitor the comments manually, but the volume can make that task overwhelming.

To crowdsource some of the work, the newspapers added a ?report abuse? link. When someone clicks it, WordPress automatically hides the comment from the person who reported it. If 3 people flag the same comment, then it will be moderated, and can be permanently blocked or removed from the site.

Activity stream
With all the reporters and staff using WordPress to publish, it can get?unwieldy?to monitor. Like Facebook, they added an activity timeline that shows what is happening in real time. Using the activity stream inside of WordPress you can see who is logging in (which?subscribers), who is sharing content, saving posts,?activities?from reporters, etc. Joe monitors the feed to see which subscribers view the most content and sends them a personal thank you. Nice touch.

Broadsheet theme
The newspapers use the Broadsheet newspaper theme for WordPress?as a base for the design.

Membership plugin with pricing models
The newspapers manage their 7k paying customers, using s2member plugin with custom controls to determine who pays for content. They aren?t charging to raise revenue but to reflect the value of their content ? that it is worth paying for.

So the online version of the paper is?free outside of the newspaper?s market.?If they can?t deliver the newspaper to your house, it?s free for you to read online.

They can also open the pay wall on days that readership is low (for example every ?Monday), and run ads for the newspaper on those days.

Since they want to encourage mobile use, people who access the paper on a phone are not charged. Some categories such as the obituaries are always free. If a story is linked to in an email they send out it will be free too. Social referrals are free, so if someone gets a link to a story on Facebook they won?t be asked to pay.

Another way they customize the experience is by looking at referral domains. There is no charge for Google or .edu domains.

I?m impressed by just how much thought and care goes into this model. It?s based on principles and values. The team?developed rules (within the plugin) that turn on or turn off the membership based on various criteria.

Spelling, grammar and editing tool
Afterthedeadline is a WordPress pugin that helps with editing, grammar and spelling which is also built into Jetpack. I love Jetpack and need to enable this module immediately.

I hope this series has been helpful. As Joe says, either we need to save newspapers or offer a viable alternative. According to him,

?The future of newspapers is not a digital revolution, but a digital?renaissance.??

Thank you Joe for enlightening me and for your love of freedom and a free press. One last thing about Joe that I find amazing: he?s a runner. In hindsight, I shouldn?t have complained about the Monday night debacle.

After all, I picked the Seahawks to win by a point and, thanks to the replacement officials, Seattle won by two.? Since MDS picked the Pack, it allowed me to win the weekly contest with MDS by two, 9-7 versus 7-9.

Given the crazy, upside-down games from Week Three, I?ll take a winning record and run with it ? as quickly as the Seahawks ran with their unwarranted win.

For the season, I?m now 27-21, and MDS is 26-22.

This week, we disagree on three games.? All 15 of our picks appear below.

Browns at Ravens

MDS?s take: Browns rookie quarterback Brandon Weeden has actually looked decent the last two weeks, after a disastrous Week One. But the Ravens? defense will bring far too much heat for Weeden to handle. I look for Haloti Ngata to pound Weeden into the turf a few times on Thursday night.

MDS?s pick: Ravens 27, Browns 6.

Florio?s take:? The Browns are another close loss or two away from imploding completely.? They won?t have to worry about another close loss on Thursday night.

Florio?s pick:? Ravens 31, Browns 13.

Panthers at Falcons

MDS?s take: I still don?t believe the Panthers are as bad as they?ve looked this season, and that by the end of the year they could be fighting for a playoff spot. But Atlanta is the wrong place for the Panthers to try to get back on track.

MDS?s pick: Falcons 23, Panthers 17.

Florio?s take:? The Falcons have beaten the Panthers four straight times, scoring 31 points exactly in each game.? Atlanta could be on track to clinching the division by Thanksgiving.

Florio?s pick:? Falcons 31, Panthers 14.

Patriots at Bills

MDS?s take: This is a fascinating game in the AFC East race, one that could establish the Bills as the favorites to win the division. I?ve been saying all year that the Bills have made the right moves to become playoff contenders this season, but I just think the Patriots, with their backs against the wall, are going to come out focused and ready to play their best game of the season.

MDS?s pick: Patriots 24, Bills 14.

Florio?s take:? The Bills have beaten the Pats only once since the last time the Pats had a losing record.? Buffalo is moving in the right direction, but New England needs this one badly.

Florio?s pick:? Patriots 30, Bills 23.

Vikings at Lions

MDS?s take: Another fascinating divisional game, as the Vikings have a real opportunity here to establish themselves as surprising contenders in the NFC North. However, I see far too many matchup advantages for the Lions? receivers against the Vikings? secondary.? Not just Calvin Johnson (who has a matchup advantage over every defensive back in the league) but also receivers Nate Burleson and Titus Young and tight end Brandon Pettigrew should be able to get open and get points on the board in Detroit.

MDS?s pick: Lions 28, Vikings 24.

Florio?s take:? The Lions have won three straight in the series, but the Vikings are gaining confidence,? The Lions continue to be more flawed than anyone realized.? Receiver Jerome Simpson returns from suspension in time to help the Vikings take advantage of Detroit?s biggest weakness.

Florio?s pick:? Vikings 24, Lions 16.

Titans at Texans

MDS?s take: The Texans are the best team in the AFC South by such a large margin that the question for me isn?t whether they?ll win the division but how quickly they?ll clinch. My guess is some time around Week 11. This win will be another step toward that.

MDS?s pick: Texans 34, Titans 10.

Florio?s take:? Yeah, I picked the Titans to win the division.? And if they upset the Texans on Sunday, the Titans will thrust themselves into the conversation.? And if they upset the Texans, it will mean that I picked this specific game incorrectly.? Despite last weekend?s epic in Nashville, the Titans aren?t nearly as good as I thought they?d be.? The Texans are much better than I thought they?d be.

Florio?s pick:? Texans 24, Titans 13.

Chargers at Chiefs

MDS?s take: The Chiefs looked pretty good against the Saints on Sunday, and the Chargers looked pretty bad against the Falcons on Sunday. But I?m expecting the Chargers to win, in a game that I have a hunch will come down to special teams, where the Chargers will make plays and the Chiefs will make mistakes.

MDS?s pick: Chargers 28, Chiefs 21.

Florio?s take:? One week often changes everything.? Last Sunday, the Chargers went from elite to ?meh? status, and the Chiefs showed they?ve got some fight.? Home team gets the edge in this one, especially if Jamaal Charles saved some yards for Sunday.

Florio?s pick:? Chiefs 24, Chargers 22.

49ers at Jets

MDS?s take: If not for the injury to Jets cornerback Darrelle Revis, I?d be very tempted to pick the 49ers to lose their second straight road game. But that Revis injury is devastating to the Jets not only because it radically changes what they can do on defense, but also because while seeing players and coaches on the Jets talking this week, you could practically feel the entire locker room deflating at the loss of their best player. I think the Jets are going to come out looking very bad on Sunday.

MDS?s pick: 49ers 27, Jets 14.

Florio?s take:? The difference between the 49ers defense and the Jets defense is that the 49ers didn?t put all their eggs in one island.

Florio?s pick:? 49ers 20, Jets 13.

Seahawks at Rams

MDS?s take: The Seahawks don?t have any time to send thank-you notes to the league office for their gift on Monday night, because they?ve got a road trip to St. Louis on a short work week. I like the way Jeff Fisher?s defense is playing, and I think Russell Wilson will feel a lot of pressure, but Seattle?s defensive line will have Sam Bradford under pressure, and the Seahawks will win a low-scoring game.

MDS?s pick: Seahawks 10, Rams 9.

Florio?s take:? Short week, significant travel, improving opponent, and guilty conscience add up to trouble for the Seahawks in St. Louis.

Florio?s pick:? Rams 14, Seahawks 12.

Dolphins at Cardinals

MDS?s take: It?s taken me a while to learn to believe in the Cardinals, but I?m there now. Which probably means they?re going to lose. But I?m picking them anyway.

MDS?s pick: Cardinals 24, Dolphins 7.

Florio?s take:? This has the potential to be one of those early-season ?correction? games.? But how can the Dolphins win if they can?t score any offensive touchdowns against once of the best defenses in the league?

Florio?s pick:? Cardinals 17, Dolphins 6.

Bengals at Jaguars

MDS?s take: I loved the game Bengals offensive coordinator Jay Gruden called on Sunday against the Redskins. Look for Bengals receiver A.J. Green to have another big day against the Jaguars.

MDS?s pick: Bengals 28, Jaguars 24.

Florio?s take:? It would be fitting for the Bengals, a week after finally winning a game they were supposed to lose, to lose a game they?re supposed to win.? But the Bengals are better than the Jaguars on both sides of the ball ? and the Jaguars will have a hard time keeping up with a suddenly dynamic and diverse offense.

Florio?s pick:? Bengals 24, Jaguars 14.

Raiders at Broncos

MDS?s take: It says something about what we?ve come to expect from Peyton Manning that he had 330 yards, two touchdowns and no turnovers on Sunday against a very good Texans defense, and yet everyone is talking about how he?s just not the same. Playing a weak Raiders defense will result in Manning looking a lot better, and the Broncos improving to 2-2.

MDS?s pick: Broncos 35, Raiders 14.

Florio?s take:? Peyton Manning won?t need much arm strength to move the ball against a defense that can?t do much to stop him.? Or anyone.

Florio?s pick:? Broncos 27, Raiders 17.

Saints at Packers

MDS?s take: Raise your hand if you predicted these two teams would be a combined 1-5 heading into this game. I see the Packers? problems as much more correctable than the Saints? problems, and I see Aaron Rodgers having a big day against a shaky Saints defense.

MDS?s pick: Packers 27, Saints 17.

Florio?s take:? The Saints can thank the Seahawks and the replacement officials for what they?re about to endure.

Florio?s pick:? Packers 45, Saints 17.

Redskins at Buccaneers

MDS?s take: The Bucs have a bad offense and a good defense; the Redskins have a good offense and a bad defense. I like Tampa Bay?s defense to keep it close and the Redskins? defense to give up a big play at the wrong time.

MDS?s pick: Buccaneers 14, Redskins 10.

Florio?s take:? That win over the Saints in New Orleans is looking less impressive by the week.? And the Bucs are better than their record would suggest.

Giants at Eagles

MDS?s take: The Eagles need to bounce back in a big way after laying an egg against the Cardinals. I think they?re going to, with Michael Vick finally making it through a game without a turnover.

Florio?s take:? Eagles coach Andy Reid does his best work when his back is against the wall.? And his back is already against the wall.? And he said just enough this week to put his quarterback?s back against the wall, too.

Bears at Cowboys

MDS?s take: As impressive as the Bears? defense has been, I think they?ll struggle with the explosiveness of Cowboys running back DeMarco Murray, who should have a huge game in a Dallas win.

Florio?s take:? If the Cowboys can keep Tony Romo in two or fewer pieces (factoring in the possibility of the partial loss of an ear), the Cowboys should win this one.

VA Construction Loans: Will They Make A Comeback? | Veteran News

Many borrowers, prior to the 2008 housing market crash, sought VA guaranteed construction loans in order to buy land and build a home on that land at the same time. The housing market problems on and since 2008 have resulted in many lenders being reluctant to issue construction loans; you may know (or be one of many) veterans and currently serving military members frustrated by market conditions that make VA construction loans hard to come by.

But with a housing market recovery making national headlines--however slowly but surely--the opportunities for VA construction loans could be returning once more as conditions become more favorable for borrowers interested in these VA mortgages.

You may still have a hard time finding a construction loan in the short term unless you are a very qualified borrower. But for those willing to wait out the housing market, a construction loan guaranteed by the Department of Veterans Affairs has plenty of advantages. What does the VA construction loan require and offer to those about to buy? From the VA official site:

?VA will guarantee a ?construction/permanent home loan,? that is, a loan to finance the construction/purchase of a residence.? The loan is closed prior to the start of construction with proceeds disbursed to cover the cost of, or balance owed on, the land, and the balance into escrow.? The escrowed monies are paid out to the builder during construction.???

VA loan rules add that ?The lender must obtain written approval from the borrower before each
draw payment is provided to the builder.?

One useful feature of the VA construction loan? Amortization. According to the VA Lender?s Handbook, ?The veteran begins making payments on a construction/permanent home
loan only after construction is complete.? Therefore, the initial payment on principal may be postponed up to 1 year if necessary. The loan must be amortized to achieve full repayment within its remaining term.?

Borrowers should also know that a permanent interest rate on the loan is set at closing time, but the lender may offer the applicant a ?ceiling-floor? option featuring a ?floating? interest
rate during the construction period. According to the VA, ?The agreement must provide that at lock-in, the permanent interest rate will not exceed a specific maximum interest rate yet
also permit the borrower to lock-in at a lower rate based on market fluctuations.?

VA loan rules add that the borrower is required to qualify for the mortgage at the maximum rate for these types of VA loans. There are many other features to VA construction loans; we?ll cover them in future posts.

'Senseless' torture: Charity appeals for help for Syria's children

Syria?s children are regularly the victims or witnesses of ?senseless acts of torture and violence,? according to a report Tuesday by a leading charity.

Save the Children?s report called ?Untold Atrocities, The Stories of Syria?s Children? details horrific accounts from Syrian refugees such as 9-year-old Nur, who said, ?I used to like hiding. Hiding is better than dying,? and Munther, 10, who told charity workers how a boy standing next to him was shot dead outside a school and he was hit in the neck.

Thousands of children have died in the conflict and ?many more have been injured, traumatized or forced to flee their homes,? the report said. ?Boys and girls continue to be killed, maimed and tortured. These appalling violations against children must stop and those carrying them out held to account.?

It added that the testimonies ?corroborate violations documented by the United Nations, Amnesty International and Human Rights Watch.?

?The acts described are consistent, recurring and appalling,? it said. The organization deals with children and families in both Lebanon and Jordan.

The charity is asking people to sign a petition, "Stop the Crimes Against Syria's Children" to U.N. Secretary General Ban Ki-moon.

?Horrific acts of violence are being committed against children in Syria,? Carolyn Miles, Save the Children?s president and CEO, said in a press release. ?These children need specialist care now to help them recover from their shocking experiences. Their testimonies should also be documented so that these violent acts against children are not committed with impunity.?

Miles is in New York for the United Nations General Assembly hearings this week. On Tuesday, President Barack Obama condemned Syrian President Bashar Assad as ?a dictator who massacres his people? in a speech to the United Nations General Assembly.

Kathryn Bolles, the charity's senior director of emergency health and nutrition, told NBC News by phone that atrocities against children were being carried out by all sides.

She said that the stories in the report, detailed below, were illustrative and that there were "hundreds of thousands of families that are going through this."?Bolles added that some of the names had been changed to protect the children and their families.

Nur, who is now living with her family in the Za?atari refugee camp in Jordan, told the charity that she did not play. ?Why? Because I am not young anymore. I go to the bathroom, take a shower and then sleep. That is all,? she said.

Nur, nine, came to Jordan with her family to escape the violence in Syria. She now lives in a tent with her family in Za'atari refugee camp in the desert of northern Jordan where conditions are harsh and the camp authorities are underfunded and struggling to meet the basic needs of the overwhelming numbers of refugees arriving each day.

She said she had once been happy in Syria. ?Then the violence started and they started to make us suffer. There was nothing that they did not use to hurt us with,? she said.

Nur spoke of Syrian forces using airstrikes, bombings, missiles and ?every weapon you could think? against people in her home village.

?I was terrified. Us along with my cousins, neighbours, aunts and people we know used ?to go to the shelter to hide. I used to like hiding. Hiding is better than dying,? she said.

'I ran and I cried'
Ten-year-old Ala?a told how he ran ?so fast? when shells started to fall. ?I ran and I cried at the same time,? he said.

?When we were being bombed we had nothing. No food, no water, no toys ? nothing,? he said.

??One day men with guns broke into our house. They pulled out our food, threw it on the floor and stamped on it, so it would be too dirty to eat. Then we had nothing at all. Soon after that we came here.?

NBC's Richard Engel, who has just returned from his third trip inside Syria, since the uprising began, joins Andrea Mitchell Reports to discuss the situation on the ground.

Ala?a's father, Nabil, said his son ?cries a lot without telling us why and he?s started sleepwalking. My other child has started to stutter.?

?The younger children still cry when a plane goes overhead or a pot falls to the ground,? he said. ?They?re traumatized. I?ve spoken to lots of parents and they say the same thing. No child has escaped this. Children aren?t children anymore. Watch any child. They play and look normal, but they can only keep this up for a while, and then they become sad again.?

He said he had seen children used as human shields in the village of Saydeh. ?When two tanks came into the village I saw children attached to them, tied up by their hands and feet, and by their torsos. The tanks came through the village and no one stood in their way or fought because we knew we would kill the children,? he said.

?After that happened I cried like a woman. I was close to losing my mind. I have never felt so helpless as the moment I saw those children strapped to those tanks,? he added. ?? Let everyone know this is where this terrible thing happened.?

'She died feeling sad'
Omar, 11, who also lives in the Za?atari refugee camp, told the charity workers that one day he was playing with his brother, and the two boys were teasing their cousin.

?She was upset. She left us and went to her house. That night, a shell destroyed my nine-year-old cousin?s house ? the one we?d upset during the day. I regret that she died feeling sad,? he said.

Mission 'nearly impossible': Syria envoy downbeat on new job

The report said 10-year-old Munther, who said he wanted to be a doctor, had two bullet-sized wounds on his neck.

?I was on the street when the bullets were first fired. We were standing outside a school ? we?d just posed for a photo. There were lots of children around,? he said.

?Then the shooting started. There was chaos. Everyone was screaming. There were bullets and blood everywhere. A boy called Amjad was standing next to me. He was shot in the head. I didn?t realize at first that he was dead. He fell forward on his knees, in a praying position. He was 15,? he added.

?Then I felt a terrible pain. I?d been shot too ? in my neck. Here, see my scars ? Luckily I was with my friend?s mother. She picked me up and took me straight to a clinic to get help. I recovered from the shooting. We held a funeral for Amjad. Lots of people came. ? I was so sad that day.?

Tip: You can replace a boneless skinless chicken breast for the chicken.

For this delicious casserole-in-a-chicken breast, I decided to use the pizza sauce only as an afterthought in this dish since tomato/acids have never really served me well in the chicken cooking process.?I find that creamy, decadent dairy-based beauties like ricotta and mozzarella net the best fillings. ?And what?s more, mixing all the fillings in a bowl makes it easy to prepare.

Tip: Brining chicken before cooking helps keep moisture inside.

This recipe is easy to make ahead and reheated for quick lunches or dinners, and for only 334 calories and 2.7 net carbs, you can indulge a?little?knowing that this filling, cheesy dish will please even the pickier palates around the dinner table.

Easy Lasagna Stuffed Chicken

3 large, raw boneless chicken breasts
1 cup ricotta cheese
1 cup shredded mozzarella cheese
12 slices pepperoni (optional)
1/2 cup fresh spinach, chopped
1/4 tsp Mrs. Dash Garlic Italian?Seasoning?Blend
3 slices salami, chopped (optional)

2 Tbsp olive oil
1-1/2 Tbsp lemon juice
1 tsp pepper

1/4 cup no-sugar added pizza sauce
1/4 cup shredded Parmesan cheese

Rinse the chicken. Pat dry. Remove membranes from the chicken. Carefully cut a slit in the top of the chicken to form a pocket the length of the chicken breast.

Brine chicken in 1 tsp pepper, 2 Tbsp olive oil and 1-1/2 Tbsp lemon juice for an hour. Drain off brine.

If using oven, preheat to 325 degrees Fahrenheit. If using a grill, begin heating.

Toss cheeses, pepperoni, seasoning, salami, spinach and onion together in a medium mixing bowl. Stuff chicken.

Grill chicken for 12 minutes per side, or bake uncovered in a 325 degree Fahrenheit oven for 45 minutes (or until chicken is no longer pink).

To plate: top hot chicken with a schmear of pizza sauce and sprinkle with Parmesan cheese.

Makes 3 large chicken breasts, or 6 servings.

Ref Rage: Seahawks stun Pack on final play, 14-12

SEATTLE (AP) ? Just when the anger and complaints from a weekend of contempt toward replacement officials couldn't get any hotter, a disputed call trumps it all.

Replacement ref rage peaked Monday night thanks to Seattle's Golden Tate, and a bizarre touchdown call that will be debated, questioned and re-ignite frustrations over the locked-out officials.

Tate pushed a Green Bay defender out of the way, wrestled another for the ball and was awarded a touchdown on the final play to give the Seahawks a 14-12 victory over the Packers.

The game wasn't over for another 10 minutes after both teams went to their locker rooms and were summoned back to the field for the extra point. But that was just the cap to one of the most bizarre finishes in recent memory.

"Don't ask me a question about the officials," Green Bay coach Mike McCarthy said. "I've never seen anything like that in all my years in football."

"I know it's been a wild weekend in the NFL and I guess we're part of it now," he said.

Russell Wilson threw the 24-yard touchdown pass and the crew of replacement officials agreed Tate caught the pass.

Wilson scrambled from the pocket and threw to the corner of the end zone as the clock expired. Tate shoved Green Bay's Sam Shields out of the way then wrestled with M.D. Jennings for possession. It was ruled on the field as a touchdown and after a lengthy review, referee Wayne Elliott came out from under the hood and announced "the ruling on the field stands" before the crowd at CenturyLink Field erupted in celebration.

"We both had possession of it. I don't even know the rule but I guess the tie goes to the receiver," Tate said.

Asked later if he got his hands on Wilson's pass first, Tate wasn't so sure.

"I think so. ... Oh, well, maybe he did. But I took it from him," Tate said.

Elliott told a pool reporter after the game that the play was ruled as simultaneous possession that was confirmed by the replay official.

"They both possessed it," Elliott said.

The Packers were far from convinced that Tate had possession. Jennings said he had the ball pinned to his chest the entire time. A handful of Packers players began venting on their Twitter accounts right after the game, posting protest messages to their followers ? many of them too profane to print. Offensive lineman T.J. Lang even challenged the NFL to "fine me and use the money to pay the regular refs."

Others took to Twitter to speak their minds.

Hall of Fame quarterback Troy Aikman tweeted "These games are a joke," while NBA MVP LeBron James tweeted "I simply just LOVE the NFL to much to see these mistakes. I'm sick like I just played for the Packers."

Wisconsin State Senator Jon Erpenbach even tweeted NFL Commissioner Roger Goodell's office phone number, saying in a separate tweet that if the ending Monday did not spark an end to the lockout "this season will be a joke."

"Just watching in the back room, I think if you asked Golden Tate to take a lie detector test and ask him did he catch that ball or did M.D. catch that ball, M.D. caught that," Packers wide receiver Greg Jennings said. "It was clear as day ... at least that is what my eyes saw."

Seattle instantly celebrated while the Packers argued with anyone in a striped shirt. Both teams were eventually shoved to the sidelines as Tate stomped through the end zone in celebration. Following the review, Elliott's announcement sent the stadium into delirium and even more confusion ensued until the teams finally returned to the field for the extra point.

"From what I understood from the officials it was a simultaneous catch. Tie goes to the runner. Good call," Seattle coach Pete Carroll said.

Green Bay should not have found itself in the position of watching Wilson's final heave be open for debate.

The Packers shook off a disastrous first half in which Aaron Rodgers was sacked eight times and completely controlled possession in the final 30 minutes. Green Bay ran 41 offensive plays in the second half, got field goals of 29 and 40 yards from Mason Crosby and Cedric Benson's 1-yard TD run with 8:44 left to take a 12-7 lead.

Rodgers finished 26 of 39 for 223 yards and no turnovers. He had quite a different opinion of the disputed catch.

"It was awful. Just look at the replay. And then the fact that it was reviewed, it was awful," he said. "That's all I'm going to say about it.

"We shouldn't have been in that position."

It was Tate's second touchdown of the game after his 41-yard catch in the second quarter gave Seattle a 7-0 lead. He finished with three catches for 68 yards, while Wilson was 10 of 21 for 130 yards.

Green Bay averted disaster when Cedric Benson fumbled on the first play after Seattle missed on a fourth-down pass attempt from the Packers' 7 with 2 minutes remaining. Center Jeff Saturday recovered the fumble, but the Seahawks held and forced a punt from the 4 with 57 seconds left. The 41-yard punt set Seattle up at the Green Bay 46 with 46 seconds remaining.

Wilson hit Sidney Rice for 22 yards on a slant then went for Tate in the end zone, but the ball was batted away with 18 seconds left. He threw over the head of Evan Moore on second down, leaving 12 seconds on the clock, and missed Tate again at the 5.

Wilson took the final snap with 8 seconds remaining. He appeared to be looking for Rice on the right side of the end zone, but rolled left and threw for Tate, who was in a crowd of three defenders. His shove of Shields was obvious and it was never clear in real-time who had possession between Tate and Jennings.

"I was just trying to keep possession of the ball. The guy who was fighting me for it, he's strong. I was just trying to hold onto it until our guys pulled them off of me," Tate said. "I didn't know if they called touchdown, interception, incompletion . I didn't know what was going on. Couldn't hear anything and I just tried to keep fighting for the ball."

Notes: Seattle rookie DE Bruce Irvin had two of Seattle's eight sacks on Rodgers in the first half. Chris Clemons led the way with four sacks, tying an NFL record for most in the first half of any game. ... Benson finished with 45 yards rushing after having just 4 yards at halftime. ... Seattle RB Marshawn Lynch just missed his seventh straight 100-yard rushing game at home with 98 yards on 25 carries. ... Green Bay finished with a 7-minute advantage in time of possession after the teams each had 15 minutes of possession in the first half.
