BEIJING (AP) ? How did a spoof article about North Korean dictator Kim Jong Un being the sexiest man alive end up as a real news item in China? Turns out it was a case of telephone, or Chinese whispers, in the digital age.
Hong Kong media picked up the piece by U.S. satirical website The Onion a week ago while explaining to readers in Chinese that it was a farce. But from there, it jumped over the Great Firewall and landed into the official, irony-free Chinese media.
When Hong Kong's Phoenix TV website, ifeng.com, ran its story on its fashion channel on Nov. 21, the story's second paragraph clearly stated: "The Onion is a satirical news organization."
But, when state-run Yangtse.com picked up the Phoenix piece a few hours later, it had morphed into straight news. The piece never mentioned that the original was a joke, instead plucking comical reader comments attached to the Phoenix story and running those.
"A man with so much fat on the face, and the double chin, and the excessively white skin. And they call him the sexiest. They do deserve the name Onion. I can't help but shed sad tears."
The editor cited for the story, Yang Fang, could not immediately be reached ? and two employees who answered the phone at the Nanjing media outlet said Wednesday they weren't even sure if Yang still worked there.
Five days after the Yangste piece, Beijing's Guangming Daily website took the story for a spin, trimming its length and citing Yangtse.com as its source. The Guangming piece was still online Wednesday and the story's editor told The Associated Press that she had not realized it was a joke until the AP called.
The editor, Wang Miaomiao, said she wasn't worried about the gaffe.
"Even if it was satire, the report itself was true. The content is not made up. Also, we have to go through a procedure to take something down from the website," Wang said. "In addition, it is not a fabricated report, and it does not jeopardize society."
The story next made it to the flagship paper of the Communist Party, the People's Daily, on Tuesday along with a significant upgrade: a 55-photo slideshow of Kim. An editor at the People's Daily website who refused to give his name said the story was picked up from the Guangming Daily site, running on three channels in Chinese and English.
Upon realizing it was a spoof, the People's Daily decided to take down their versions on Wednesday. But not before The Onion updated their original piece with a link to the People's Daily and a shout-out: "For more coverage on The Onion's Sexiest Man Alive 2012, Kim Jong-Un, please visit our friends at the People's Daily in China, a proud Communist subsidiary of The Onion, Inc."
"Exemplary reportage, comrades," The Onion wrote.
It is not the first time China's heavily censored media have fallen for a fictional report by the just-for-laughs The Onion.
In 2002, the Beijing Evening News, one of the capital's biggest tabloids at the time, published as news the fictional account that the U.S. Congress wanted a new building and that it might leave Washington. The Onion article was a spoof of the way sports teams threaten to leave cities in order to get new stadiums.
Jeremy Goldkorn, director of Danwei.com, a firm that researches Chinese media and Internet, said that one of the peculiarities of the Chinese news business is that stories can be freely shared by any other media outlet in their entirety, or edited, as long as the original source is credited somewhere on the page.
"It does mean that stuff gets circulated a lot more widely because you don't have intellectual property restrictions on articles that you would in the U.S. for example," he said. "So when you mix that up with this culture of no fact-checking and not really having a news editor whose main job is seeking truth, then what you get is The Onion being taken seriously in the People's Daily."

WASHINGTON (AP) ? As Tammy Duckworth sees it, her path to Congress began when she awoke in the fall of 2004 at Walter Reed Army Medical Center. She was missing both of her legs and faced the prospect of losing her right arm.
Months of agonizing therapy lay ahead. As the highest-ranking double amputee in the ward, Maj. Duckworth became the go-to person for soldiers complaining of substandard care and bureaucratic ambivalence.
Soon, she was pleading their cases to federal lawmakers, including her state's two U.S. senators at the time ? Democrats Dick Durbin and Barack Obama of Illinois. Obama arranged for her to testify at congressional hearings. Durbin encouraged her to run for office.
She lost her first election, but six years later gave it another try and now is one of nine veterans of the Iraq and Afghanistan wars who will serve in next year's freshman class in the of House of Representatives.
Veterans' groups say the influx of Iraq and Afghanistan veterans is welcome because it comes at a time when the overall number of veterans in Congress is on a steep and steady decline. In the mid-1970s, the vast majority of lawmakers tended to be veterans.
For example, the 95th Congress, which served in 1977-78, had more than 400 veterans among its 535 members, according to the American Legion. The number of veterans next year in Congress will come to just more than 100. Most served during the Vietnam War era. In all, 16 served in Iraq or Afghanistan, not all in a combat role.
"We're losing about a half a million veterans a year in this country," said Tom Tarantino, chief policy officer at Iraq and Afghanistan Veterans for America. "We are not going to be in a world where a significant plurality of people spent some time in the military, so to have 16 men and women who fought in this current Congress is incredibly significant."
Tarantino said he recognizes that the 16 Iraq and Afghanistan vets have wide-ranging political views. But at the end of the day, he said, their shared experiences make it more likely they'll put political differences aside on issues like high unemployment and suicide rates among returning veterans, or in ensuring that veterans get a quality education through the post-9/11 GI bill.
Their election victories also provide a sense of assurance to veterans.
"The biggest fear we have as veterans is that the America people are going to forget us," Tarantino said. "When you have an 11-year sustained war, the fight doesn't end when you pull out."
Duckworth carries the highest profile of the incoming vets. She was co-piloting a Black Hawk helicopter in Iraq when a rocket-propelled grenade landed in her lap, ripping off one leg and crushing the other. At Walter Reed, she worried about what life as a double amputee had in store. But during her recovery, she found a new mission ? taking care of those she describes as her military brothers and sisters. That mission led her to a job as an assistant secretary at the Department of Veterans Affairs during Obama's first term.
"Had I not been in combat, my life would have never taken this path. You take the path that comes in front of you," Duckworth said from a wheelchair last week as she and her fellow freshmen went through orientation at the Capitol. "For me, I try to live every day honoring the men who carried me out of that field because they could have left me behind, and they didn't."
Duckworth is one of two freshmen Democrats who served in Iraq or Afghanistan. The other is Tulsi Gabbard of Hawaii, who served near Baghdad for a year and was a medical operations specialist. Gabbard said she hopes the two of them can be a voice for female veterans and the unique challenges they face.
About 8 percent of veterans are women. They tend to be younger on average. Nearly one in five seen by the Department of Veterans Affairs responds yes when screened for military sexual trauma.
Seven Republicans served in Iraq or Afghanistan. Most had backing from tea party supporters who share their views that the size and scope of the federal government should be curtailed.
?Ron DeSantis of Florida was a judge advocate officer in the Navy who deployed to Iraq as a legal adviser during the 2007 troop surge.
?Brad Wenstrup of Ohio was as a combat surgeon in Iraq.
?Kerry Bentivolio of Michigan served in an administrative capacity with an artillery unit in Iraq and retired after suffering a neck injury. He also served as an infantry rifleman in Vietnam.
?Jim Bridenstine of Oklahoma was a combat pilot in Iraq and Afghanistan.
?Scott Perry of Pennsylvania commanded an aviation battalion in Iraq in 2009 and 2010.
?Doug Collins of Georgia was a chaplain in Iraq.
?Tom Cotton of Arkansas, a Harvard Law School graduate, was an infantry platoon leader in Iraq and then was on a reconstruction team in Afghanistan. In between, he was a platoon leader at Arlington National Cemetery.
Cotton said the reason he ran for Congress is the same one that led him to enter the Army after the Sept. 11 terrorist attacks.
"I felt we had been attacked for who we are ? the home of freedom," Cotton said. "And I worry now our liberty is threatened at home by the debt crisis we face, which in the long term will mean less prosperity and less opportunity, and therefore less liberty."
Cotton said he could easily see himself working with Duckworth and Gabbard on veteran's issues. "They've carried a heavy load and we owe them a great debt," he said.
At the same time, it's clear the freshmen veterans have clear differences of opinion over policy matters. For example, Gabbard is a strong critic of the war in Afghanistan. She says the United States needs to get out as quickly and safely as possible. Cotton opposes setting timetables for withdrawal.
"We're trying to win a counter-insurgency war where we can put a friendly, allied, stable government in place," Cotton said. "It's certainly been a long and somewhat winding road, but on the whole, America and our interests in the world are much better off for having waged the war in Afghanistan."
There also will be differences over spending priorities. Cotton is reluctant to trim spending on defense as a way to deal with the deficit.
Duckworth said certain programs need close examination, particularly in the area of government contracts. She said she "can actually stand up and talk about defense spending in a way that will be realistic without being attacked for lack of patriotism or not being strong on defense."

New findings reveal the surprisingly complex protein-coding capacity of the human cytomegalovirus, or HCMV, and provide the first steps toward understanding how the virus manipulates human cells during infection. The genome of the HCMV was first sequenced over 20 years ago, but researchers have now investigated the proteome?the complete set of expressed proteins?of this common pathogen as well.
HCMV is an incredibly successful virus, and it infects most humans on the planet. Birth defects and disease, however, are only known to occur in newborn infants and adults with compromised immune systems, respectively. But, the pathogen also has one of the largest viral genomes on record, with a massive 240,000 base pairs of DNA. (For comparison, the genome of the poliovirus only contains about 7,500 base pairs.)
Noam Stern-Ginossar from the University of California in San Francisco, along with colleagues from the United States and Germany, used a combination of techniques, including ribosome profiling and mass spectrometry, to study HCMV's proteome. The method could be used to investigate proteins produced by other viruses as well, they say.
The researchers' findings appear in the 23 November issue of the journal Science, which is published by AAAS, the nonprofit science society.
"The genome of a virus is just a starting point," explained Jonathan Weissman from the University of California, a co-author of the Science report. "Understanding what proteins are encoded by that genome allows us to start thinking about what the virus does and how we can interfere with it? Each of the proteins we've identified has the potential to tell us how this virus is manipulating its host cell."
Stern-Ginossar and the other researchers suspected that existing maps of HCMV's protein-coding potential, based largely on computational methods, were far from complete. So, they began mapping the positions of ribosomes?the cellular organelles in which proteins are synthesized?during an HCMV infection of human fibroblast cells. With the resulting map, Stern-Ginossar and her colleagues discovered templates for hundreds of previously unidentified proteins that were encoded in corresponding DNA segments of the viral genome, known as open reading frames.
Surprisingly, the researchers found that many of these open reading frames encode for exceptionally short protein sequences (fewer than 100 amino acids). And some of the newly identified open reading frames were even hiding inside other open reading frames, they say.
"A key finding of our work is that each of these templates can encode more than one protein," said Annette Michalski from the Max Planck Institute of Biochemistry in Martinsried, Germany, another co-author of the Science report. "And these extremely short proteins might be more common than we expect."
The researchers applied mass spectrometry to confirm the presence of many unknown viral proteins that had been predicted by mapping the ribosome positions.
In the future, this coupling of ribosome profiling with mass spectrometry might be used to investigate the proteomes of other complex viruses. Eventually, such information could be used to understand how different viruses hijack their hosts' cells for their own purposes.

Travel insurance for a cruise vacation is one of those things that experts say we need but is viewed by many travelers as an extra, optional expense. Many try to get the minimum coverage for as cheap as possible. After all, odds are staggeringly against needing to use it. But like most insurance, it seems expensive until we need it. Then? Instant bargain. I found that out first-hand not long ago, spending a nice pile of cash on a simple thumb-crushing injury on board Princess Cruises Grand Princess.
Travel experts seem to agree about two things when it comes to travel insurance: Get it and don't buy it through the cruise line.
"Get it" is universally sound advice. Travel agents typically receive calls from those who did not buy travel insurance but need to cancel their cruise just before sailing for a variety of reasons. They are usually always out of luck and lose most of what they paid.
"Don't buy it from the cruise line" is advice of a more self-serving nature. Third-party insurance programs are big money makers for travel agencies, commonly earning a commission of 20% or more of the cost of that third-party program.
But that advice of not buying travel insurance through the cruise line has another, not mentioned, element that sometimes surprises travelers.
Secondary Benefits-Reimbursement-
It's that "reimbursed" part that catches travelers off guard. They assume that since they have travel insurance, if something goes wrong, they are covered ... as in the travel insurance pays the service provider, if they even think that far ahead. Most don't. In reality, that's often not the case.
Covered Reasons-
First, the claim must be for a covered reason, usually some medical event that happens while on vacation. In my case, we were in rough seas on the Grand Princess with the ship listing a bit from side to side. My thumb just happened to be in the wrong place at the wrong time, caught between a metal doorframe and a metal door. Of the door, doorframe and my thumb, guess which one was out of place when the door shut? It happens.
How It Works-
Off I went to the ship's medical center, a facility fully equipped to handle my injury, much like the emergency room at a major hospital. I was treated immediately, given discharge instructions and pain medication, then sent on my way.
I travel quite a bit and have an annual travel insurance plan from a major insurer just in case something like this would happen. In the end, I suffered no financial loss and was reimbursed for all expenses associated with the injury.
But I had to pay for the medical center services before leaving the ship, then get reimbursed. Had I bought the cruise line insurance, I would have paid nothing. Ever.
What If I Can't Pay?
So what if I was on a cruise, had maxed out my credit cards and had no other sources to tap for up-front payment at the medical center? Do I walk the plank? Wash dishes?
Probably not, but its a good idea to call the travel insurance company, either the company that administers the cruise line insurance or the third-party insurance company and ask one very important question:
"If I buy your insurance, have an injury on my cruise and get treated on the ship, do I have to pay for those services before I get off the ship?"
Knowing the answer can eliminate a rather unpleasant surprise later.

SAN JUAN, Puerto Rico (AP) ? The mother of Hector "Macho" Camacho says she has decided to have doctors cut off life support for the former world champion boxer Saturday once three more of his sons get a last chance to see him.
Though opposed by Camacho's eldest son, Maria Matias, the boxer's mother, said she had decided it was time for doctors to disconnect the machines that have kept him alive since he was shot in the face earlier in the week.
"I lost my son three days ago. He's alive only because of a machine," Matias said. "My son is not alive. My son is only alive for the people who love him," she added.
She said at a news conference Friday night that she was waiting only for Camacho's three other sons, who were expected to arrive from the U.S. mainland early Saturday. "Until they arrive, we will not disconnect the machine," Matias said.
Another news conference was scheduled for Saturday morning at Centro Medico, the main trauma center for San Juan.
The former champion's mother has the final say in the matter, but his eldest son, Hector Camacho Jr., said he wanted to keep his father alive.
"He's going to fight until the end. My father is a boxer," the son said.
Although doctors had said Camacho was clinically brain dead from a shooting Tuesday night in his hometown of Bayamon, relatives and friends told The Associated Press they were still wrestling with the idea of removing him from life support.
"It is a very difficult decision, a very delicate decision," former pro boxer Victor "Luvi" Callejas, a longtime friend, said in a phone interview. "The last thing we lose is hope and faith. If there is still hope and faith, why not wait a little more?"
Aida Camacho, one of the boxer's aunts, said in an interview that the family could decide by late Friday whether to donate his organs.
As some relatives and friends continued to pray for a miracle, condolences flowed in for Camacho's family and preparations were being made for memorials and a funeral Mass.
Gov. Luis Fortuno lamented what he called a sudden loss. "'Macho' will always be remembered for his spontaneity and charisma in and out of the ring," he said.
Also offering condolences was governor-elect Alejandro Garcia Padilla, who defeated Fortuno in November.
"The life of Macho Camacho, like other great athletes of ours, united the country," he said. "We celebrated his triumphs in the streets and we applauded him with noble sportsmanship when he didn't prevail."
Camacho was shot as he sat in a car with a friend, 49-year-old Adrian Mojica Moreno, who was killed in the attack. Police spokesman Alex Diaz said officers found nine small bags of cocaine in the friend's pocket and a 10th bag open inside the car.
Police reported no arrests and said investigators continued to look for potential witnesses. Capt. Rafael Rosa told reporters Friday that they were following several leads, but declined to say whether police had identified any suspects. He said very few witnesses were cooperating.
Hector Camacho Jr. decried the violence that grips Puerto Rico, a U.S. island territory of nearly 4 million people that reported a record 1,117 homicides last year.
"Death, jail, drugs, killings," he said. "That's what the streets are now."
Camacho's sisters have said they would like to fly Camacho's body to New York and bury him there. Camacho grew up mostly in Harlem, earning the nickname the "Harlem Heckler."
He won super lightweight, lightweight and junior welterweight world titles in the 1980s and fought high-profile bouts against Felix Trinidad, Julio Cesar Chavez and Sugar Ray Leonard while compiling a career record of 79-6-3. He knocked out Leonard in 1997, ending the former champ's final comeback attempt.
Camacho battled drug, alcohol and other problems throughout his life. He was sentenced in 2007 to seven years in prison on burglary charges, but a judge eventually suspended all but one year of the sentence and gave Camacho probation. He wound up serving two weeks in jail after violating that probation. A wife also filed domestic abuse complaints against him twice before their divorce.

CHICAGO (WLS)- A former Lake Villa couple is suing Bank of America, claiming the bank wrongfully started foreclosure proceedings and locked them out of their home when the property was supposed to be up for a short sale.
Plaintiffs Kevin and Christine McKee filed the lawsuit in U.S. District Court Tuesday. They claim Bank of America had filed a foreclosure complaint against their former home in the 3700 block of North Columbus Avenue in Lake Villa, but that the bank agreed to a short sale of the property when they moved out in November 2010.
The couple and their teenage daughter moved to Florida, to seek medical treatment for Kevin McKee?s injuries from a car crash two years earlier, the suit said.
The McKees claim that while they were away, the bank went ahead with the foreclosure without notifying them, and sent a crew from Miken Construction to winterize the home and change the locks, according to the suit.
They only learned workers had been in their home after a neighbor called them saying people were inside their house, according to the McKees, who claim their house was supposed to be secured and shown by realtors.
Crews allegedly ripped out their new kitchen cabinets and took all of their personal belongings still inside the house ? among them family antiques, sensitive personal information, tax returns and baby pictures of their daughter.

ScienceDaily (Nov. 23, 2012) ? The northward shift of Norway's oil industry means it must adjust to temperatures down to -30?C, storms, sleet and snow, and drift ice. And to the blackest night.
"Try to imagine changing a tyre in freezing weather, snow and darkness," says professor Tore Markeset, a specialist in cold climate technology at the University of Stavanger (UiS).
That is his way of visualising the challenges facing oil companies seeking to produce oil and gas from the far north of the Norwegian continental shelf (NCS).
Weather, winter darkness, vast distances, and safety and emergency response challenges for petroleum facilities in the Barents Sea will all be more extreme than in the North Sea.
"Compared with our expertise from the southern NCS, we know little about how to run an offshore production installation in a cold climate," adds professor Ove Tobias Gudmestad at the UiS.
Both he and Markeset are active in teaching, research and finding solutions for developing fields in areas with Arctic conditions.
Opened
The Norwegian government opened the southern part of Norway's Barents Sea sector for petroleum operations in the early 1980s. Activity was high but finds few, so interest declined.
But enthusiasm for these waters has recovered sharply in the recent past, particularly after the Skrugard oil discovery was made during 2011.
Promising seismic data, several large oil and gas finds and new technology mean that a growing number of oil companies are discussing opportunities to explore further north on the NCS.
Norway's Statoil company announced earlier this autumn that it will more than treble its spending on technology for Arctic waters from NOK 80 million in 2012 to NOK 250 million next year.
The increased interest in the far north reflects not least clear government policies, with petroleum and energy minister Ola Borten Moe talking enthusiastically about Barents Sea activities.
Norway currently has one gas production facility operating in the southern Barents Sea. This Sn?hvit field has been on stream since 2007.
And operator Eni aims to bring its Goliat oil development into production in 2014. Both that field and Sn?hvit lie north-west of Hammerfest, 85 and 140 kilometres from land respectively.
Skrugard, for its part, is located roughly 100 kilometres further north-west from Sn?hvit and is expected to come on stream during 2018.
Unpredictability
Climate is the main challenge for impatient oil companies and official agencies, says Gudmestad. "It's unpredictability for much of the year which is really special about the far north.
"Weather conditions in these waters differ from the North Sea in terms of low temperatures, icing, fog, heavy snowfalls and sudden changes."
The North Sea weather is easier to forecast, he notes. "When a low pressure area over Iceland moves east, we know it'll bring bad weather and can plan operations accordingly."[21]
"In the Barents Sea, however, deep troughs of low pressure develop at the interface between ice and open water. These can't be predicted, and may create sudden storms and hurricanes."
Wind and waves have much to say for the safety of shipping, fishing and offshore operations. So accurate weather forecasts are important.
With fewer monitoring stations gathering data in the Arctic, however, forecasting in the Barents Sea is less accurate than in the North Sea.
Longer
The further north you go, the longer the winter becomes and the shorter the summer season. A good deal of offshore work must necessarily be squeezed into the latter. But the weather in these brief months may not allow planned activities to go ahead.
Arctic conditions can also mean that equipment fails or breaks down in unfamiliar ways, or more frequently than is the case in warmer regions.
Repairing broken equipment is also likely to take more time, or preventive maintenance may be necessary to make sure that the equipment functions properly.
"Things will take longer," [22] explains Markeset. "If you need to make repairs but the equipment is covered in snow, you'll have to dig it out before the job can begin.
"It's also harder to work in a temperature of -30?C than in 10?C. Putting small screws into place is a slow business with gloves on."
The more frequently equipment breaks down and the longer it takes to repair, the less time will be available for producing oil and gas, he points out.
"When we invest in a production facility for the far north, it must be up and running for as much of the time as possible so that we can produce profitably.
"A huge problem would be faced if an installation failed to cope with the local climate. We'd be left with a massive and expensive machine which yields little."
Winterisation
Among the issues he and Gudmestad work on is winterisation -- in other words, tailoring equipment and workplaces so that they can operate normally in a harsh winter climate.
They say that much could be different in the far north, including the need for special steels and equipment when temperatures fall low enough.
Plastics, rubber, metals and lubricants are examples of materials which change their properties under extreme cold, and which must be adapted to the Arctic environment.
Electrical systems, sensors, cables, valves, motors and pumps must all be specially manufactured. Piping, tanks and pumps containing liquids which could freeze have to be kept warm even if the installation shuts down to avoid being burst by frozen fluids.
An increased need to heat equipment and facilities and to provide lighting will boost energy consumption on installations -- from heating cables in corridors and on helidecks, for instance.
Enclosed
The cold means that more equipment must be enclosed on units working in the Barents Sea than further south. And that in turn calls for more fans to prevent gas accumulations.
"Outfitting facilities in the far north will be more complex because of the need for heating and increased use of sensors to measure equipment condition," observes Markeset.
"The companies will rely more on remote monitoring of and support for equipment via centres located in such places as Stavanger or Troms?.
"Real-time diagnosis of systems will be crucial, making use of the internet, fibreoptic cables, satellites and specially developed sensors.
"A key role will also be played here by experts who could be located either at suppliers or in service companies in Germany, Italy, the USA or elsewhere."
On the other hand, he points out, equipment protected through proper winterisation technology (such as being enclosed, with heat tracing and special designs) and better monitored with the aid of sensors may actually be more reliable and break down less frequently than in warmer waters.
Distances
Companies must also take account of longer distances to market for delivering oil and gas as well as for providing operational, maintenance and support services, Markeset notes.
"Operators have to make more thorough preparations, keep more spare parts on hand and perhaps have more and better expertise on board the production facility. That'll all add to costs."
In addition, facilities operating above the Arctic Circle must take 24-hour winter darkness into account. "We know that more accidents happen at night," Markeset says.
"An important question which needs to be researched is how the perpetual winter darkness affects work processes on an offshore facility."
Ice
The south-western Barents Sea is not much troubled by sea ice. The UiS scientists are accordingly looking at opportunities for field development and operation in an environment largely free of sea ice, but where drift ice must nevertheless be expected.
"Ice floes may weigh several hundred tonnes," Gudmestad points out. "They can be tossed around by waves and driven with great force against an installation, causing serious damage.
"Our present equipment isn't up to a collision with drift ice. That'll limit the time we can drill in the northern Barents Sea -- unlike year-round drilling in the North Sea."
He points to the Shtokman gas field in the Russian sector of the Barents Sea, which lies in an area affected by both drift and pack ice.
"Pack ice involves extreme forces. It can exert pressure from every direction. A platform placed in the middle of it must be able to withstand such forces.
"In my view, we shouldn't aim to position facilities on the NCS in pack ice -- in other words, in the northern Barents Sea -- to start with."
He accordingly believes in a gradual advance northwards, in order to learn from conditions at each stage and to keep in step with technological progress.
"Although operations have begun in pack ice off Russia and Alaska, we should aim first and foremost to research and develop production solutions for the south-western Barents Sea.
"This is an area with extreme weather conditions and below-freezing temperatures, but where drift ice only appears now and then."
Achievable
"Before deciding to build oil installations for the northern Barents Sea, we must know whether this is achievable," Gudmestad explains.
"Plant availability must be satisfactory so that it's profitable. We must also think about how to prevent accidents and how to respond should one nevertheless occur."
His concern is to ensure that equipment, organisation and working methods are tailored to the Arctic environment, and thereby to reduce the probability of undesirable incidents.
"We must, for example, be certain that the evacuation system works in the Arctic. We can't use freefall lifeboats if there's ice on the water, to take a case in point."
Threat
Both he and Markeset are concerned that oil spills in the far north pose a big threat to the vulnerable environment in these waters.
"Much of the existing oil spill clean-up equipment hasn't been designed to operate in a cold climate and drift ice," says Markeset.
"We must accordingly come up with better methods for collecting any oil spill in waters where sea ice could be encountered."
The two UiS scientists do not get involved in Norwegian oil policies, and stress that determining how far north petroleum activities should extend on the NCS is a job for the politicians.
"Our role is to make it technically and organisationally possible to operate in the various sea areas when the government decides to set things going," says Gudmestad.
"We must, for example, build even more safely in the Barents Sea than in the North and Norwegian Seas, and reduce the probability of oil spills even further.
"That's precisely because the consequences of such discharges are greater in the far north. We must devote extensive resources and work to avoiding oil spills."

THE HAGUE, Netherlands (AP) ? The International Criminal Court unsealed an indictment Thursday against former Ivory Coast President Laurent Gbagbo's wife on charges including murder, rape and persecution. It was the first time in the court's 10-year history it has charged a woman.
The world's first permanent war crimes tribunal said the arrest warrant was issued on Feb. 29 for former first lady Simone Gbagbo for crimes against humanity.
Her husband, Laurent Gbagbo, is already in custody at the court's detention unit in The Hague facing similar charges stemming from his fight to retain power after losing a 2010 presidential election. If his wife is extradited, they could face justice together in an unprecedented husband-wife trial.
But a senior member of Ivory Coast President Alassane Ouattara's government, who requested anonymity because he wasn't authorized to speak to the media, said Ivory Coast has already informed the ICC that the nation will not let her go.
"We informed them of this a long time ago," he said.
Ivory Coast officials are holding the 63 year old under house arrest in the northwest town of Odienne. Last week, Ivorian prosecutor Noel Dje Enrike Yahau said lawyers had questioned Simone Gbagbo there for two days and that the domestic charges against her remained the same: genocide, blood crimes and economic crimes.
Unsealing the ICC arrest warrant issued nearly nine months ago appears to be a tactic by the court to put pressure on Ouattara's administration to hand over Ms. Gbagbo.
The court said in the warrant that there is evidence pro-Gbagbo forces deliberately attacked perceived supporters of Ouattara in the aftermath of the election.
Judges who reviewed evidence supporting the charges against Ms. Gbagbo said they found "there are reasonable grounds to believe that Ms. Gbagbo bears individual criminal responsibility for the crimes ... as 'an indirect co-perpetrator.'"
The warrant called Gbagbo an "alter ego for her husband" with the power to make state decisions. It said there is evidence to suggest she "instructed the pro-Gbagbo forces to commit crimes against individuals who posed a threat to her husband's power."
Her husband was the first former head of state to be taken into custody by the court when he was extradited to The Hague by the Ivory Coast government last year.
Prosecutors say about 3,000 people died in violence by both sides after Gbagbo refused to concede defeat following the election. Ouattara finally took power in April 2011 with the help of French and U.N. forces.
Ivory Coast is not a member state of the court, but has voluntarily accepted its jurisdiction.
It is very rare for a woman to be charged by an international war crimes court. In the past, the Yugoslav war crimes tribunal convicted former Bosnian Serb President Biljana Plavsic of persecution and sentenced her to 11 years imprisonment.
The announcement of the arrest warrant and Ivory Coast's refusal to hand over Gbagbo appeared likely to raise tensions between supporters of her husband and those who back Ouattara.
Moussa Toure Zeguen, a leader of the Gbagbo allies in exile in Ghana, said by phone from Accra that the former president's supporters had no faith in the Ivorian authorities to give Simone Gbagbo a fair trial.

Associated PressScienceDaily (Nov. 21, 2012) ? In the marine world, high-energy prey make for high-energy predators. And to survive, such marine predators need to sustain the right kind of high-energy diet. Not just any prey will do, suggests a new study by researchers from the University of British Columbia and University of La Rochelle, in France.
Published November 21 in the online journal PLOS ONE, the study is the first to show that the survival of whales and dolphins depends on the quality of their diets and this plays an important role in conservation.
"The conventional wisdom is that marine mammals can eat anything," says co-author Andrew Trites, a marine mammal expert at UBC. "However, we found that some species of whales and dolphins require calorie rich diets to survive while others are built to live off low quality prey -- and it has nothing to do with how big they are."
The team compared the diets of 11 species of whales, dolphins and porpoises in the Northeast Atlantic Ocean, and found differences in the qualities of prey consumed that could not be explained by the different body sizes of the predators. The key to understanding the differences in their diets was to look at their muscle performance.
"High energy prey tend to be more mobile, and require their predators to spend more energy to catch them," says Trites. "The two have co-evolved."
J?r?me Spitz, the study's first author, says the research will help better assess the impact of resource changes to marine mammals.
"Species with high energy needs are more sensitive to depletion of their primary prey," says Spitz, a post-doctoral fellow at ULR in France, who completed the research while a visiting scholar at UBC. "It is no longer a question of how much food do whales and dolphins need, but whether they are able to get the right kinds of food to survive."

VIENNA (Reuters) - Iran has been hauling dirt to a military site U.N. nuclear inspectors want to visit, Western diplomats said on Wednesday, saying the findings were based on satellite images and they reinforced suspicions of a clean-up.
They said the pictures, presented during a closed-door briefing for member states of the International Atomic Energy Agency (IAEA), suggested Iran was continuing to try to hide incriminating traces of any illicit nuclear-related activity.
The allegations come a few days after the IAEA said in a report on Iran that "extensive activities" undertaken at the Parchin site since early this year would seriously undermine its inquiry, if and when inspectors were allowed access.
Iran has so far denied the agency's request for a visit.
The U.N. agency believes Iran may have conducted explosives tests that could help develop nuclear weapons at Parchin and wants immediate access to investigate the facility. Iran denies this, saying Parchin is a conventional military complex.
The latest satellite image, dated November 7, showed what appeared to be piles of dirt, according to diplomats who attended the briefing by chief U.N. inspector Herman Nackaerts.
"They have been scraping the earth. Now they obviously want to put down new earth. There are piles of them that you can see," one diplomat said, adding a fence had also come down.
"We are wondering whether they are intending to bring down ... the buildings, we don't know yet," he added, referring to a structure believed to house a steel chamber for past explosives tests, as well as a nearby building.
Iran's mission to the IAEA was not available for comment.
The IAEA report, issued on Friday, listed activities observed at Parchin since February, including the removal of "considerable quantities" of earth at the location in question and its surrounding area, which it said covered 25 hectares (62 acres).
This had been followed by "further removal of earth to a greater depth ... and the depositing of new earth in its place."
TEHRAN TALKS
Earlier IAEA reports have described the demolition of several smaller buildings at Parchin and other apparent clean-up work. The building where the IAEA believes the tests were carried out has been covered up, it says.
Iran denies Western accusations that it is seeking to develop the capability to make nuclear bombs.
But U.N. inspectors suspect that research and experiments relevant to nuclear weapons development have been conducted in the past, and possibly continues.
IAEA chief Yukiya Amano has pressed Iran to allow his inspectors to go to Parchin, a sprawling facility southeast of the capital Tehran. The IAEA also wants access to other sites, as well as to officials and documents.
"There are lots of activities (at Parchin) since the beginning of this year and some of these activities are quite important," Amano said during a visit to Paris this week, referring to the apparent sanitization efforts.
Tehran says it must first reach a broader agreement with the IAEA on how the Vienna-based U.N. agency should conduct its investigation into alleged nuclear bomb research in the Islamic state before it can possibly be allowed to visit Parchin.
A series of meetings this year between the IAEA and Iran, the most recent in August, has failed to make progress in allowing the U.N. agency to resume its long-stalled inquiry.
The two sides will meet again on December 13 but Western diplomats say they are not optimistic about any breakthrough.
The IAEA's talks with Iran are separate from - but are still closely linked to - efforts by six world powers to diplomatically resolve the decade-long nuclear dispute with Iran that has raised fears of a new war in the Middle East.
In Brussels on Wednesday, the six powers - the United States, France, Germany, Britain, Russia and China - said they were committed to holding a new round of negotiations with Iran as soon as possible.
